I'm trying to complete a simple $8 purchase for a shirt.....then it sends me to a page that tells me that the transaction has been declined for spending limits.
I click a button that says "confirm identity" to remove the limits....than it sends to a blank PayPal page that says Identity Confirmation Dashboard at the top....the page is empty except for the title.
