I witnessed my manager steal money at work today? help?

When I was at work today I saw my manager steal money from the cash register at the end of the shift when everyone had gone and I am pretty shocked at this. I stayed behind because I needed the toilet but when I came out I saw him stealing the money but he did not see me witness him take the cash though. What do I do here? I can't exactly tell him off because he is my manager and I have to report to him as he controls the staff on duty. I work in a restaurant by the way and he was stealing the money from behind the bar and there is a camera monitoring the bar but he may have been blocking its view though. Am I supposed to report him to somebody? I'm 18 as well and I work and live in England if this helps at all.
