Kaiser Permanente volunteer is requiring me to give my SSN. Is this safe/legal?

• employee background screening
• kaiser health care

I'm trying to volunteer, and they're requiring my SSN. Is it okay for them to demand me of this? Is it okay for me to not give it to them?
