Can a employee give a salary increase to one department whilst making redundancies in another department?

The company is making redundancies due to reshaping the business. It's not because the company is in financial trouble, but because that department is no longer needed.


But my job role has dramatically changed in the past year and I believe I'm due a salary increase. The boss says they can't do that whilst they're making redundancies. Is this correct?
