Low Cost Low Quality, High Cost Higher Quality Employees?

My boss wants to replace our paid cleaners with low quality, room and board employees only (they do 22 hours for living free and eating free). He says any one can do the cleaning, and the business needs it. While I don't disagree with him that any one can do cleaning, and it's good financially for the business, it's whether they are going to do a good job or not. I just wouldn't have a cleaner that is working for room and board only, and then use them as our primary cleaners.


They need constant supervision, and really don't do that a great of a job. Most of them are a hassle, show up late (or not at all), or cut corners. We do get the odd cleaner that is really good, and that has been when they know that they can earn some money.


Where as our paid cleaners actually show up on time, do a good job, very loyal, and very professional to our customers. My boss is obsessed about the cleaners showing up on time, and not finishing early, which the non paid cleaners do, while our paid cleaners are polite, professional and friendly to customers. While the non paid employees are not rude, or professional, they are just attract the people that we don't want as customers ('scallywags' for example)!!


Our best cleaner actually shows up about 30-40 minutes early every day (has breakfast, coffee, chats to the other staff, etc), has been extremely reliable, and loyal - an asset to the business, but my boss wants to replace her with a live in, non paid cleaner, as it's cheaper than paying her the minimum wage!!


Two things my boss has always said to me:

- Performing staff always get more hours.

- He likes to pay all employees for their work, even if the employee only gets a few pounds, as it stops them thinking they get nothing. If they get nothing, they don't perform, if they get something, then they perform (carrot and stick).


Business owners, what has been you experience in hiring staff for room and board only? As I said, I don't disagree with using them as they definitely have a use, but not working solo, with minimum/no supervision.
