Should I take the chance on a new job?

I work in retail sales right now. I have been working in the same place for three years and I've peaked. I can't move forward anymore. I was offered a job at an insurance agency, starting out taking payments and answering the phone. With the option of moving up into selling policies. The company would pay for me to get my certifications. It's a small pay cut to start off, but less hours. Should I take the job?
