Why do I have to make 100% of the poverty level to get subsidized health coverage?

My state didn't expand medicare and I only make about 78% of the fed poverty level off my investments. Because my mutual funds count as "resources," I'm not eligible for medicare or medicaid. My health insurance premium is scheduled to double on Jan. 1st. Should I just cancel completely? Because I can't afford to pay over 25% of my income before taxes. What would the fine be on my taxes if I'm not covered?
