Can condo buyer decide not to purchase during 17 day contigency?

I have a friend that is selling a condo and she says that there is a 17 day contigency.


Does that give the right to the buyer decide not to buy for whatever reason? Will she receive the 1,000 earnest money.


What are the reasons the reasons that the buyer can decide not to purchase the condo without loosing the earnest money?
