Under Obamacare, will I be able to change plans or downgrade my plan mid-year?

• drug insurance plans
• insurance rates
• change management skills

I fully intend on enrolling for a plan that starts Jan 1, but I am thinking of going with a platinum plan to knock out some lingering issues. After these are resolved, I may want to go to a cheaper plan. Will this be possible? or am I locked into the plan for the whole year?


If I can't change or downgrade the plan, can I simply cancel it and deal with the penalty? And restart in 2015?
