Is it normal for a model scout to have the model sign a contract?

I was scouted and asked to email some pictures. A few days later she called me and said that she submitted me to LA models and that they want to set up an interview. She wants me to sign a contract stating that i give her permission to represent me as my mother agency , I am not to go to agencies without her knowledge for 3 months. she also asks for me to pay a $500 dollar placement fee after i am signed with an agency out of my first jobs for all the work she did with me to get me there. is this normal or does this sound like a scam?
