What can I do if a company takes longer than expected to do something?

My family have been waiting for 3 months (since July) for BT Sport. All that time, they've said they're "working on the local phone exchange" . We're starting to get really annoyed.. We've tried phoning cancellation aswell, they've told us that they would finish in "The next few working days" but we asked that in August. They're saying that they can't take any orders either. What can I do? How can I do it?
