How to handle an ins. agent being unco-operative?

I had some water damage in my basement and received a check but afterwards my ins.agent turned in a bill for himself as he offered to take damage things to the waste place and then received an additional check in my name for him which I gave to him! Now another bill has been turned in some time ago and he says that should come out of the first check I received. My question is why did he get a separate check and now he wants to know what if I replaced the water heater or not that was to come out of the first check I received. What are my choices?
